Board of Education Highlights

Below are highlights of items discussed during the open session of the Board of Education meeting on Wednesday, September 17, 2025. The full agenda with document links is available on the district websiteThe next regular session meeting is Wednesday, October 15, 2025, at 6:00 p.m. in the Hallsville Primary School cafeteria.

RECOGNITIONS

  • HMS principal recognized Karen Grove and April Flach for leading our After School Support program, supporting student academic success.

  • Congratulations to the Primary School for earning the Missouri Schoolwide Positive Behavior Support Award of Excellence for the first time and to the Intermediate School for earning this award for the second consecutive year! This prestigious award recognizes their exceptional implementation of PBIS across all levels: Universal (Tier 1), Targeted (Tier 2), and Intensive (Tier 3). Their continued dedication to PBIS has built strong systems that benefit all students. This award not only acknowledges their hard work but also reinforces their commitment to ongoing, data-driven decision-making and continuous professional development. We value their leadership and look forward to seeing the entire district achieve similar success, inspired by their high standard.

  • The district’s maintenance department was recognized for their dedication and hard work on maintaining district facilities.

  • The High School PBIS Team is exploring ways to incentivize attendance with class competitions and more recognition for students who show up each day. Currently, the average daily attendance is at 99%. Our building goal is to maintain at least 90% of students having 90% attendance for the entire school year.

TUITION RATE FOR NONRESIDENT STUDENTS

Students who reside outside our district must pay tuition, which is set by the Board of Education. Our tuition rate for 2024-2025 was $9,846 per full-time nonresident student. The Department of Elementary and Secondary Education reported expenditures per pupil at $10,650.53, based on the 2025 Annual Secretary of the Board Report for the Hallsville School District. The board approved the tuition rate at $10,651 per year for full-time nonresident students.

DISTRICT-WIDE LITERACY PLAN (CSIP 1.1.6) Last year, a committee of 17 teachers and administrators began developing a district-wide literacy plan. They reviewed Missouri DESE resources and created a staff survey, which informed the district’s new literacy vision statement finalized in the spring:

"Hallsville School District is committed to creating a literacy-rich environment where engaging, evidence-based instruction empowers all students to build essential literacy skills and become resilient learners prepared to thrive in a changing world." This fall, the committee is continuing its work by designing a needs assessment aligned to the DESE model.

POLICY UPDATES

The Board voted and approved the following policies after the first reading, as many of the policy updates went into effect on August 28, 2025. A summary of each policy was presented titled “Superintendent Letter - August 2025.”

2025-2026 PRELIMINARY ENROLLMENT DATA

Preliminary enrollment numbers indicate a smaller total enrollment, with the most significant drops in our senior and kindergarten classes. Mr. Hoffman and Dr. Walker will continue to monitor ADA and determine if we should consider a budget amendment to reduce the projected enrollment number we used to budget FY26 revenues and set our estimated attendance for state aid claims accordingly.

FOUR-DAY SCHOOL WEEK VOTE

The board discussed the four-day school week vote on November 4, 2025. If the four-day school week vote were to fail in November, a draft five-day calendar has been developed.

  • Overview of four-day and five-day calendars: Provides an overview of the four and five day calendars.
  • Draft five-day calendar: This calendar is pending the November 4 vote and would eventually need board approval if the four-day school week is discontinued. This calendar would be required to have 169 instructional days. To fit 169 instructional days into our calendar without having an excessive number of hours, the school day must be reduced considerably.
  • Estimated Cost Increase for Staffing: Five-Day School Week: An overview of an estimated state funding increase for teacher salaries and estimated additional staffing costs for the 21 additional instructional days on the five-day calendar.
  • Four-Day School Week: Hiring Overview: An overview of the recruitment and retention of faculty since implementing the four-day school week.

2026-2027 SCHOOL CALENDAR

The Hallsville Board of Education approved the 2026-2027 district calendar at the September meeting. This calendar has the same number of hours as our 2025-2026 calendar and the length of the instructional day will remain the same. Based on how Christmas Break falls, the District has the flexibility to maintain 1,070 hours without having to be in session on any Mondays in the fall. This calendar includes a full week of spring break, and the school year finishes prior to Memorial Day.

This calendar is contingent on the November 4 election regarding the four-day school week.
