VOTE: Tuesday, November 4, 2025
Proposition 2 passed in April 2025 with 75% voter approval. However, the county clerk published the required newspaper notices a week too early, so the State Auditor could not certify the bond.
On Tuesday, November 4, voters residing within the Hallsville School District will be asked to vote again on Proposition 2, a no tax-rate increase bond. The $6.5 million generated through bond sales will fund the following:

Parking & Traffic Flow Improvements: Expanding parking and improving traffic flow on the main campus to accommodate student and guest parking.

New Classrooms at Hallsville Primary School: Addressing the growing student enrollment.

Relocated Baseball Field & Multipurpose Field: Constructing a new baseball field and adding an artificial surface multipurpose field.

Security Upgrades: Installing additional security doors at main entrances in the intermediate, middle, and high school.

Refinancing Lease Obligations: Paying off a lease-purchase agreement to reduce future financial commitments.

VOTE: Tuesday, November 4, 2025
On November 4, 2025, residents of the Hallsville School District will be asked to decide whether the district can continue on a four-day school week. This vote is required under a new state law, Section 171.028 RSMo, passed as part of Senate Bill 727.

What is the ballot language?
The ballot language will read:
"Shall the school board of Hallsville R-IV School District adopt the provisions of Section 171.028, RSMo, establishing a four-day school week for the next ten years in the district of Hallsville?"
☐ YES ☐ NO
A 'yes' vote allows the Hallsville School District to continue operating on a four-day school week, pending approval by the Board of Education. The 2026-2027 district calendar, approved by the Board of Education in September 2025, would be allowed.
A “no” vote means the Hallsville School District would be required by state law to return to a five-day school week with at least 169 instructional days each year.

Recruiting and Retaining the Best Teachers for Hallsville Students
The Hallsville School District transitioned to a four-day school week at the beginning of the 2022-2023 school year as one tool to recruit and retain high-quality teachers. In the 2022-23 school year, 52% of Hallsville’s new teacher hires were veterans who brought prior classroom experience. By the 2025-26 school year, the number had grown to nearly 94%, indicating a clear shift toward hiring experienced educators after the implementation of the four-day school week. On average, these veteran hires have brought 7–11 years of prior service, raising the overall expertise in classrooms from day one.

Why Hallsville Must Vote on the Four-Day?
Under Section 171.028 RSMo, any district that lies partly in a city with more than 30,000 residents must hold a public vote to continue a four-day school week. Because less than 0.05% of Hallsville’s boundaries (about 235 acres) fall within the City of Columbia, Hallsville is required to place this question on the November 4 ballot.
Neighboring districts, such as Sturgeon, Harrisburg, and Southern Boone (which is currently exploring a four-day school week), will not have to hold a vote and will continue to decide their calendars locally. This is because no part of their school district boundaries fall within the City of Columbia.

Election Day is just a week away! Boone County voters can vote early through no-excuse absentee voting.
Early (No-Excuse Absentee) Voting:
- Open weekdays from 8 a.m. to 5 p.m.
- October 21 – November 3 at the Boone County Clerk’s Office
Weekend Early Voting:
- Saturday, November 1, from 10 a.m. to 2 p.m.
- Locations:
- Boone County Clerk’s Office
- Hallsville Baptist Church, 115 Elizabeth St.
Election Day:
- Tuesday, November 4, Polls open 6 a.m. to 7 p.m.
- There are three polling places available on Election Day and voters can vote at any of the three locations:
- Boone County Government Center at 801 E. Walnut;
- Missouri National Guard HQ at 5151 Roger I Wilson Dr; and
- Hallsville Baptist Church at 115 Elizabeth St.

- Doors Open 8:15 a.m.

Veterans and their guests are invited to a complimentary breakfast and Veterans Day program at Hallsville Primary School. No RSVP is required. Transportation to the high school is provided.

- Program begins 9:30 am.

Veterans and their guests are invited to a District-Wide Assembly at Hallsville High School. Veterans will be recognized. Transportation back to Hallsville Primary School is provided at the conclusion of the program.

Light of My Life Dance (K-5 Girls)
The Hallsville High School Cheerleaders invite all girls in kindergarten through 5th grade to their annual "Light of My Life Dance!" Students can bring an adult who is the light of their life — whether that’s a dad, uncle, grandfather, neighbor, or any adult who’s important to them.
When: Sunday, November 2, 2:00–4:00 p.m., Doors open at 1:45 p.m. Where: Hallsville High School, North Gym Cost: $5 per person Drinks and snacks will be available for purchase.
