November Special Election

Tomorrow, Tuesday, November 4, 2025, is a Special Election for voters who reside within the Hallsville School District. Voters in the Hallsville School District will be asked to approve two ballot measures.


Voters can vote at any of the three locations:

  • Boone County Government Center at 801 E. Walnut;
  • Missouri National Guard HQ at 5151 Roger I Wilson Dr; and
  • Hallsville Baptist Church at 115 Elizabeth St.

Proposition 2

Voters in the Hallsville School District will again be asked to approve the issuance of $6.5 million in general obligation bonds known as Proposition 2. The bond was originally approved in April 2025 with 75% voter support, but must be re-voted on after the State Auditor’s Office declined to certify it. The bond proceeds will be combined with funds saved by the district to complete Phase 2 of a three-phase plan designed to address the district's facility needs and accommodate growth.


Phase 1, completed in 2024, added a new middle school wing, storm shelter, and football field. Phase 2 focuses on improving parking and traffic flow on the main campus, addressing growing student enrollment, and enhancing student safety. The $6.5 million generated through bond sales will fund the following:


  • Parking & Traffic Flow Improvements: Expanding parking and improving traffic flow on the main campus to accommodate student and guest parking.
  • New Classrooms at Hallsville Primary School: Addressing the growing student enrollment.
  • Relocated Baseball Field & Multipurpose Field: Constructing a new baseball field and adding an artificial surface multipurpose field.
  • Security Upgrades: Installing additional security doors at main entrances in the intermediate, middle, and high school.
  • Refinancing Lease Obligations: Paying off a lease-purchase agreement to reduce future financial commitments.

Proposition 2 will continue the district's efforts to enhance its facilities and ensure they meet the needs of students and staff.


Four-Day School Week

Residents of the Hallsville School District will be asked to decide whether the district can continue on a four-day school week. This vote is required under a new state law, Section 171.028 RSMo, passed as part of Senate Bill 727. Most Missouri school districts have local control over their school calendar. However, law states that only school districts located wholly or partly in a county with a charter form of government or in a city with more than 30,000 residents must obtain voter approval to continue the four-day school week. Because less than 0.05% of Hallsville’s boundaries (about 235 acres) fall within the City of Columbia, Hallsville is required to place this question on the November 4 ballot.

QUESTION

Shall the school board of Hallsville R-IV School District adopt the provisions of Section 171.028, RSMo, establishing a four-day school week for the next ten years in the district of Hallsville?


PROPOSITION 2

Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $6,500,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including parking and traffic flow improvements, construction of additional classrooms and a multipurpose sports field with an artificial surface, installation of security doors and refinancing outstanding lease obligations; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property.

In November, a super-majority two-thirds vote (66.7%) is required for passage of the bond.

Four-Day School Week

The Hallsville School District transitioned to a four-day school week at the beginning of the 2022-2023 school year as one tool to recruit and retain high-quality teachers. Each year, the district continues to attract, on average, 88 teacher applicants, with an average of 5–6 candidates for every open position.


In the 2022-23 school year, 52% of Hallsville’s new teacher hires were veterans who brought prior classroom experience. By the 2025-26 school year, the number had grown to nearly 94%, indicating a clear shift toward hiring experienced educators after the implementation of the four-day school week. On average, these veteran hires have brought 7–11 years of prior service, raising the overall expertise in classrooms from day one.


Proposition 2 Phase 2

The $6.5 million generated through bond sales, combined with capital projects reserve fund balances, will complete Phase 2 of the district’s facility master plan. No tax increase will be required.
