Hallsville Families and Staff,
Welcome to 2026 at Hallsville Schools. We saw a lot of great things happen here at school in 2025, including increased student achievement scores, a higher Annual Performance Report for our school district, and the passage of our four-day school week and bond issue. Thank you to our students and teachers for the hard work put in to achieve academic growth, and to our community for the overwhelming support of our schools and kids.
We are excited for 2026 and look forward to having our students back in classrooms to pick up where we left off at the end of 2025. We have a lot to be proud of as a school community, and I look forward to the successes of our students and district to begin this new year.
Construction related to the bond issue is set to begin in early spring, and we anticipate that the secure entries, parking lot, and baseball field will be complete and ready for use by the start of school in the fall. The classroom addition design is well underway, but the projected completion date is sometime in late fall. Project completion dates are weather-dependent, but these are the goals that are currently set.
Thank you for being involved in Hallsville Schools, and I look forward to seeing you at school events this semester.

Registration Now Open!
Registration is now open for PTO's 10th Annual Trivia Night at the Bob Lemone building on Saturday, February 7. Tables of 8 are available for $160. All money raised goes back to the schools through field trips, outdoor equipment, scholarships, and more. Registration forms can be mailed to Hallsville Schools or dropped off in any of the front offices.
Save the date, come out for a great night, and support the Hallsville PTO!

School Board Candidate Filing ended December 30, 2025, at 5:00 p.m. There were three positions available with three-year terms. Those who filed for candidacy are:
- Incumbent Craig Stevenson
- Incumbent Brian Mottaz
- Incumbent Secley Kennedy
In accordance with law, since the number of candidates who filed is equal to the number of positions available, there will be no election. Candidates will be sworn in at the April Board of Education meeting.

Hallsville Schools recommends that all children (birth through entering kindergarten) receive yearly developmental screenings, which provide insight into each child's health and progress, helping parents better understand their child’s development and identify strengths, abilities, and potential areas of concern. Additionally, the district can connect families with valuable community resources, ensuring they have access to the support they need.
Screenings are completed by our Parents As Educators teacher or Early Childhood Coordinator.

Below are highlights of items discussed during the open session of the Board of Education meeting on Wednesday, December 17, 2025. Full highlights are available online as well as the full agenda. The full agenda with document links is available on the district website. RECOGNITIONS

Chelsea Otten, secondary drama teacher, was recognized for stepping into her formal role as elementary music teacher to put on the second and third grade winter concerts.
- Eighth grade social studies teacher John Williams was recognized for organizing a field trip to the World War I museum in Kansas City for the entire grade level.
- Facilities Lead Matt Long was recognized for his work in keeping all facilities up and running, especially during the recent cold weather.

Sherri Briedwell, Jennifer Anderson, and Sarah Browning were recognized for organizing the HPS Jingle Bell Shop. In addition, Hallsville PTO was recognized for ensuring all students had the opportunity to shop for loved ones.
- HIS and HPS staff were recognized for transforming their buildings into the Polar Express and Whoville for their students.
PROPOSITION 2 BOND CONSTRUCTION UPDATE
At the December meeting, Klingner & Associates presented schematic designs for the two primary classrooms and the three secure entrances. Bids for the baseball field and parking lot were due on December 16, and SM Wilson will have a recommendation for bid approvals at the January 14 board meeting. The Board also approved Change Order #2 for the classroom design to expedite construction and completion of this addition while saving the district money. In addition, Bond financing will also be approved at the January 21 meeting, and the District will close on financing on February 4.
PROGRAM EVALUATIONS
The Board approved the evaluations of the School Counseling, Library Media Services, and District Finances programs. Each review includes program goals, evidence of change, concerns, and future recommendations.
CSIP GOAL 1: STUDENT LEARNING Response To Intervention (1.2.1): During the December 8 PLC day, building teams continued districtwide work to review and strengthen Multi-Tiered Systems of Support (MTSS), formerly referred to as RTI. Using results from the October MTSS evaluation, teams identified building-level priorities and began drafting preliminary action steps to improve academic interventions and data use.
CSIP GOAL 2: EXCELLENT SCHOOLS
Professional Learning & Staff Support (CSIP 2.2.2): Paraeducators from across the district participated in professional development provided by the Regional Professional Development Center focused on effective support practices, inclusion, professionalism, and student independence. The training emphasized strategies that promote student dignity, belonging, and access to instruction while reinforcing the essential role paraeducators play in student success.
CSIP GOAL 3: QUALITY GOVERNANCE
The district’s Balanced Scorecard continues to serve as a key monitoring tool for tracking progress on CSIP goals. With the release of 2025 ACT data, the 2024–2025 scorecard is now complete. Notable improvements include three indicators moving from “Approaching” to “On-Track,” two indicators advancing from “On-Track” to “Target,” and an increase to fifteen indicators now in the “Target” range. The district met its goal in five indicators, reflecting continued progress in student learning, climate, and staff morale.
POLICY UPDATES
This month's updates include a mix of policy changes related to federal regulations and state legislation, as well as corrections to policies from the August updates. The Superintendent Letter from Missouri Consultants for Education provides an overview of each policy. This is the first reading of the policies below.

With basketball season in full swing, we would like to remind all students and families of our PBIS expectations at games. As a reminder, all students in grades preschool through fifth grade must stay seated with their parent or guardian.

Youth Events
Twisters Hockey
Hallsville Twisters Hockey Learn to Play Clinics are coming soon! These clinics are free and open to students 5 through 18. Twisters Hockey League provides value-based inline hockey instruction and games to mid-Missouri youth while encouraging the values of teamwork, leadership, and community involvement.
Hallsville Youth Cheer Clinic K-6
Registration closes tomorrow, Friday, January 9, for the K-6 youth cheer clinic.
Knights of Columbus Free Throw Championship
The Knights of Columbus will be holding their annual Free Throw Championship on Sunday, February 1. To participate, students must be between 9 and 14 years old.
