At the January Board of Education meeting, the Board approved a resolution authorizing $12.95 million in General Obligation Refunding and Improvement Bonds. This total includes a combination of new bond funding and the refinancing of approximately $7 million from the District’s 2018 bond series. A portion of the proceeds will be used to pay off an outstanding district lease, freeing up approximately $150,000 per year in operating funds. After the lease payoff, the district will still have more than $5.4 million available for voter-approved Prop 2 facility improvements across the district. In addition, refinancing the 2018 bonds is expected to generate more than $750,000 in cash-flow savings. The bond sale was well received, resulting in favorable interest rates and long-term savings, without increasing the voter-approved tax rate. These funds support ongoing facility improvements while maintaining the district’s commitment to fiscal responsibility and transparency. |

Hallsville Schools recommends that all children (birth through entering kindergarten) receive yearly developmental screenings, which provide insight into each child's health and progress, helping parents better understand their child’s development and identify strengths, abilities, and potential areas of concern. Additionally, the district can connect families with valuable community resources, ensuring they have access to the support they need. Screenings are completed by our Parents As Educators teacher or Early Childhood Coordinator.

Below are highlights of items discussed during the open session of the Board of Education meeting on Wednesday, January 21, 2026. Full highlights are available online as well as the full agenda. The full agenda with document links is available on the district website. The next regular session meeting is Wednesday, February 18, 2026, at 6:00 p.m. in the Hallsville Primary School cafeteria.
PROGRAM EVALUATIONS
The Board approved the evaluations of the School Counseling, Library Media Services, and District Finances programs. Each review includes program goals, evidence of change, concerns, and future recommendations.
CSIP GOAL 1: STUDENT LEARNING
Hallsville Primary School: Primary continues to focus on data-informed instruction, particularly in math, through structured data review cycles in partnership with the Regional Professional Development Center. Teachers completed mid-year assessments and shared second-quarter progress reports with families, while also identifying a need for greater consistency in K–5 progress reporting aligned with the Missouri Priority Standards and Essential Learning Outcomes.
Hallsville Intermediate School: Intermediate staff are using mid-year district assessment data and updated Reading Success Plans to guide tiered interventions and support student growth. In preparation for spring MAP testing, teachers are beginning to review test-taking strategies, familiarize students with online tools, and practice question formats to build confidence and reduce testing anxiety ahead of the May testing window.
Hallsville Middle School: Middle school attendance remains strong at approximately 96% across grade levels. Emily Laskowski, middle school counselor, began in January. She will work part-time this year, Thursdays and Fridays, and she will go full-time next year. She will provide student support services through individual counseling focused on anxiety, grief, and self-esteem, as well as small-group supports, including “lunch bunches” and targeted groups for students new to the district, navigating family changes, or building social skills.
State Assessments: Most state-required assessments are administered in the spring, with the first two scheduled assessments being ACCESS for English Learners and MAP-Alternate (MAP-A). ACCESS is administered to all Kindergarten through 12th-grade students identified as English learners (49 students) and takes place in January and early February. MAP-Alternate is designed for students with the most significant cognitive disabilities who meet eligibility criteria established by the student’s Individualized Education Program (IEP) team and is taken in place of the MAP or EOC assessments. MAP-A assessments in English Language Arts and math occur in both the fall and spring, while science is assessed in the spring only.
CSIP GOAL 2: EXCELLENT SCHOOLS
District-Wide PBIS: PBIS implementation continues across all buildings with a focus on reinforcing positive behavior and a positive school culture. Primary’s monthly character focus is integrity, while the Intermediate School is emphasizing tolerance and reviewing PBIS expectations with all students following winter break. Hallsville Middle School will host a PBIS carnival at the end of the month for students who met behavioral expectations. At the high school, approximately 20% of students earned Purple Cards and nearly 30% earned Gold Cards during the second quarter. Through the Purple and Gold Card system, students may earn incentives, participate in prize drawings, or receive special recognition, with the primary goal of reinforcing positive behaviors and habits that support academic success.
CSIP GOAL 3: QUALITY GOVERNANCE
Policy Updates: This is the second reading of policy updates related to federal regulations and state legislation, as well as corrections to policies from the August updates. The Superintendent Letter from Missouri Consultants for Education provides an overview of each policy. Board policies go into effect after the second reading.
