Hallsville Families and Staff,
This week is one worth celebrating! It includes our 100th day of school and marks Public Schools Week. On behalf of the Board, we thank and honor everyone who contributes to the success of our students in public schools.
Every role within our school system is designed to support student success. While the roles themselves matter, it is the care, dedication, and relationships built with students and families that truly make public education special.
For the past nine years, I have had the privilege of serving on the school board alongside our educators. The Board sees and deeply appreciates the many ways our staff go above and beyond—whether it’s sending a thoughtful note to parents, spending countless hours preparing for special events, or investing extra time at school activities beyond the classroom.
The success of public education is also rooted in our community. Together, we have passed bond initiatives to improve our facilities, supported one another through challenging times, and ensured our schools remain financially strong. This success would not be possible without the commitment of both our community and educators.
This week, the Board invites you to take a moment to appreciate one another and our shared commitment to Hallsville Public Schools. We are incredibly proud of our community, staff, and students, and we thank you for your collective effort.
Craig Stevenson
President, Hallsville Board of Education

The Hallsville Board of Education invites you to join us for the official groundbreaking ceremony for Prop 2 | Phase 2 on Thursday, March 12, at 2:00 p.m. at the old track. This next step in our Facility Master Plan continues the thoughtful improvements supported by Hallsville voters, including enhanced safety features, additional primary classrooms to address enrollment growth, improved parking, and updated activity spaces that serve both students and the broader community.
We are grateful for the community’s continued support as we invest in safe, future-focused learning environments that support our mission to improve lives through learning.

In September 2025, the Hallsville Board of Education approved the 2026-2027 district calendar. This calendar has the same number of hours as our 2025-2026 calendar and the length of the instructional day will remain the same. Based on how Winter Break falls next year, the District has the flexibility to maintain 1,070 hours without being in session on any Mondays in the fall. This calendar includes a full week of spring break, and the school year ends before Memorial Day.

Each December, students in select grade levels, their parents (including first-grade families), faculty, administrators, instructional staff, and support staff are invited to voluntarily participate in our annual Climate & Culture Survey. This survey has helped guide district and building improvement efforts for more than 15 years and continues to play an important role in shaping our Comprehensive School Improvement Plan (CSIP) goals and District Report Card indicators.
This year, feedback from participating respondents shows we met our targets in Students Feel Safe and Parents Feel Welcome, with both reaching their highest levels in four years. We also saw positive trends in areas such as Challenge and Rigor, Teachers Care About Me, parent perceptions of Student Safety, and Teacher Morale. A few areas, including Student Relevance and Choice and Teacher Recognition, showed slight decreases and will remain focus areas moving forward. District and building leadership teams are reviewing the data carefully to celebrate strengths, address areas for growth, and continue improving the student experience across Hallsville Schools.

Below are highlights of items discussed during the open session of the Board of Education meeting on Wednesday, February 18, 2026. Full highlights are available online as well as the full agenda. The next regular session meeting is Wednesday, March 18, 2026, at 6:00 p.m. in the Hallsville Primary School cafeteria.
PROGRAM EVALUATIONS The Board approved the evaluations of the Federal Programs, Career and Technical Education, and Gifted and Talented programs. Each review includes program goals, evidence of change, concerns, and future recommendations.
AGREEMENTS
The Board approved a three-year renewal with Peak Sport and Spine to continue providing sports medicine services for Hallsville student-athletes, including certified athletic trainer coverage for practices and events, injury evaluations, and concussion screenings.
The Board approved the Pathways for Paraeducators agreement with Missouri State University, which will allow the district to partner in a registered apprenticeship program supporting special education paraeducators as they complete coursework, clinical experiences, and on-the-job training toward certification.
CSIP GOAL 1: STUDENT LEARNING
Hallsville Intermediate School: Intermediate students are engaging in character lessons centered on kindness while continuing strong academic expectations. The upcoming school spelling bee provides students with an opportunity to challenge themselves academically and represent the school at the regional level. Hallsville Middle School: The high school will hold a structured Testing Day on March 11, consolidating ACT and Accuplacer assessments to support college and career readiness. Staff assignments and student placements have been organized to ensure a smooth, efficient testing process.
State Assessment Data: Assistant Superintendent Julie Esquivel recently attended DESE training on the Missouri Data Visualization Tool (MO DVT), which provides deeper analysis of student growth trends and APR performance data. The district is collaborating with teachers to determine how this data aligns with i-Ready growth results currently used in classrooms. Strengthening alignment between state and local growth measures will support data-informed instructional decisions.
CSIP GOAL 2: EXCELLENT SCHOOLS
District-Wide PBIS: PBIS implementation continues across buildings, with Hallsville High School seeking Tier 1 Award of Excellence recognition following a successful RPDC walkthrough and stakeholder interviews. Middle School students who demonstrated positive behavior during the first semester earned the opportunity to participate in a PBIS Carnival, reinforcing schoolwide expectations.
Climate & Culture Survey Results: In alignment with CSIP goals 2.2.5 and 3.1.3, we will leverage our Climate and Culture Survey to guide improvement efforts and regularly review CSIP progress with the school board. For over 15 years, this survey has been a vital component of our district’s data collection and decision-making processes.
Several key indicators from the Climate and Culture Survey are also tracked on our district scorecard. These are the first metrics to be updated for the 2025-2026 scorecard, which is included in the board packet. Our performance is measured against 9 specific indicators: 4 student indicators, 3 parent indicators, and 2 faculty indicators.
We successfully met our targets for "Students Feel Safe" and "Parents Feel Welcome." Notably, both indicators reached their highest scores in four years. Positive trends were observed in student perceptions of "Challenge and Rigor" and "Teachers Care About Me." We also saw gains in the parent indicator for "Student Safety" and an increase in "Teacher Morale." Data showed slight decreases in the areas of "Student Relevance and Choice" and "Teacher Recognition." The District Administration Team is analyzing these results from a systems-level perspective, while building-level leadership teams are reviewing site-specific data to address unique needs.
CSIP GOAL 3: QUALITY GOVERNANCE
Realtor RFP: The Board selected Matt Wear as the realtor to represent the District in the sale of district-owned land on Heller Road.
Bus Lease-Purchase RFP and Financing: The Board approved the purchase of two new trip buses, two new route buses, and one new H-bus from Midwest Bus Sales, totaling $783,064. To finance the purchase, the Board reviewed lease-purchase proposals and approved the financing terms from Exchange Bank based on the most favorable interest rate.
