Prop 2, Phase 2 Building Our Tribe with H logo

The district celebrated a groundbreaking ceremony on March 12, officially launching Prop 2 | Phase 2 projects. These projects include expanded parking and improved traffic flow, additional classrooms at Hallsville Primary, a new multi-purpose artificial surface field, relocation of the baseball field, and the addition of secure entry vestibules at the intermediate, middle, and high school buildings.

S.M. Wilson & Co. has also provided the first monthly construction update, highlighting early progress across the site. Work is now underway, with crews beginning site preparation, including dirt work and demolition for the future multi-purpose field. S.M. Wilson also presented updates to the Board of Education, including several change orders that have been reviewed and approved as part of the construction process. 


Anticipated Completion Dates: 


Baseball and Multipurpose Field & Parking Lot: August 28, 2026
  • There are currently 13 weather days included in the plan, and with recent weather we have already used 12.5 days. If additional weather days occur, the substantial completion date might be delayed. 
Secure Entrances: August 1, 2026

Summer School Registration

Get ready for a summer full of learning, exploration, and fun! Hallsville Summer School will run June 2 through June 26 on a four-day school week schedule.


This year’s program has been refreshed to create an even more engaging experience for students. With expanded course options, more opportunities to spend time outdoors, field trips, and a focus on hands-on learning. Registration for summer school will close on Monday, April 27.

This family-friendly performance promises laughter, emotion, and unforgettable moments as the talented HHS cast, crew, and Technical Theatre class showcase months of dedication and hard work. From set design and lighting to powerful performances on stage, Hallsville students are preparing an exciting theatrical experience the entire community can enjoy.

Pre-sale tickets are now available and are encouraged. Purchasing tickets early not only saves time at the door, but also helps the drama team prepare for expected audience size. Tickets may be paid for and picked up at the Hallsville High School front office by a student, parent, or staff member. Payment may be made by cash or check payable to “Hallsville Schools.”


Ticket prices are:

$8 for adults

$5 for K–12 students and children

SCHOOL BUDGET UPDATE WITH h LOGO

At the March Board of Education meeting, Dr. Tyler Walker provided an update on the 2026-2027 budget. The district is preparing for a challenging budget year due to flat state funding and lower-than-expected state revenues. While costs continue to rise, state funding is not keeping pace, creating a gap that will require local adjustments to maintain operations.


State Funding:

  • State funding is expected to remain flat for FY27.

  • DESE estimates this will leave Missouri schools approximately $190 million below what is needed to maintain current operations.

  • The transportation formula is also projected to be nearly $35 million below full funding.


State Revenues: State revenue shortfalls are further impacting per-student funding levels, which directly affects district budgets.

  • Lower-than-expected revenue from gaming, lottery, and tobacco has reduced available funding.

  • The state adequacy target was projected at $7,145 per student but is now estimated closer to $6,900.

  • For Hallsville, this equates to a projected decrease of $300,000+ in state funding.


District Impact: To respond, the district is taking a thoughtful approach to reduce expenses while continuing to support student learning.

  • Staffing adjustments are being planned through position reductions and attrition.

  • Class sizes are being reviewed to identify where adjustments can be made.

  • Supply budgets are being reduced to essential needs only.

  • Additional cost-saving strategies will continue to be explored throughout the spring.


The challenges faced by our schools are directly related to inadequate funding from the state coupled with small local revenues driven by limited commerce in Hallsville.

MARCH BOARD HIGHLIGHTS

Below are highlights of items discussed during the open session of the Board of Education meeting on Wednesday, March 18, 2026. Full highlights are available online as well as the full agenda  The next regular session meeting is Wednesday, April 15, 2026, at 6:00 p.m. in the Hallsville Primary School cafeteria. 


RECOGNITIONS

  • High School Principal Mr. Cooley recognized Ryan Richardson for his dedication and hard work in recruiting coaches and teachers. He also commended Ryan for his leadership in initiating facility upgrades and the addition of new banners.
  • Board President Craig Stevenson recognized Kari Yeagy for her efforts in organizing the groundbreaking ceremony. He also acknowledged Kari Yeagy for her work on the article highlighting the district’s partnership in allowing firefighters to use the former daycare facility for training purposes set up by Billy Roberts. 

  • Dr. Walker recognized the Board of Education for the countless hours they devote to ensure every student in the district has access to a safe, supportive, and high-quality learning environment.


PROGRAM EVALUATIONS: The Board approved the evaluations of the TechnologyCommunicationFood Service, and Special Services programs. Each review includes program goals, evidence of change, concerns, and future recommendations. 


CSIP GOAL 1: STUDENT LEARNING

Hallsville Primary students are building literacy skills through engaging activities like Reading Week, while teachers prepare for conferences and share progress with families. Intermediate students are focusing on self-control and goal-setting through lessons, discussions, and classroom activities. Middle school students are preparing for MAP testing and participating in transition and career exploration activities to support readiness for high school.


In addition, the district is working to align key instructional initiatives, including the District Literacy Plan, RTI processes, and Science of Reading—into a unified Multi-Tiered System of Support (MTSS) framework. This work will strengthen collaboration across buildings, improve consistency in identifying and supporting student needs, and ensure academic interventions are guided by ongoing data review.


CSIP GOAL 2: EXCELLENT SCHOOLS

PBIS and character education efforts continue across all buildings, reinforcing positive student behavior and strong school culture. Primary and Intermediate schools are implementing monthly character focuses and student recognition systems, while Middle School staff participated in a building-wide initiative to strengthen collaboration, morale, and overall staff culture. In addition, the Board approved a partnership with MU Center on School-Wide Positive Behavior Intervention Supports to implement a freshman transition program called “Freshman Success”. This is a universal (Tier 1) intervention that attends to student engagement and is provided through a framework of prevention to support students early and often. Preliminary research found higher reported motivation and engagement, higher attendance, and more credits earned in 9th grade for high schools that received Freshmen Success (Flannery, et al., 2020).


POLICY UPDATES: This is the first reading of Regulation 2610: Misconduct and Disciplinary Consequences. This district has added the highlighted portion regarding Threats of Violence.


AGREEMENTS: The Board approved the following agreements: 


  • OPAA agreement for the 26-27 school year. This is the third of four extension renewal requests allowed before another bid process is required to be initiated. 
  • Curriculum Associates Agreement: The district uses i-Ready to meet Missouri’s required literacy assessment under Senate Bill 681. For 2026–2027, DESE requires a Data Sharing Agreement so the vendor can securely submit student assessment data on the district’s behalf. Approval ensures compliance; without it, the district would be unable to report required data and would be out of compliance with state law.
  • Insurance Increase for 26-27: A 2.9% increase in medical insurance premiums for the upcoming fiscal year. This increase is below current national healthcare trend averages and represents a manageable adjustment within the District’s overall budget framework.

District Safety Meeting with H logo
The Hallsville School District will host its second safety meeting of the year on Thursday, April 16, at 4:00 p.m. in the middle school. The meeting is open to staff, families, and students and will address the district's CSIP Goal of Excellent Schools, specifically Improvement Objective 2.1.2: Schools provide a safe environment where students can focus on academic learning.

Hallsville Optimist Soccer Sessions

Registration for the Open Soccer Sessions is now open! This is a free event for students in kindergarten through eighth grade and all skill levels are welcome. Come get additional ball touches and train with licensed soccer coaches. Registration by April 1 was appreciated, but walk-ups will be accepted.
